We first see Frances as the little old lady reading Benjamin's letter on the train in the opening of Series 1, Episode 1. We later see her as the nice lady who loses her turtle to Dr. Chinnery's ineptitude. In Series 2 we see Frances again when Papa Lazarou contacts her husband from beyond the grave. I'm not sure whether or not these 3 characters are supposed to be the same person, but I don't see any reason why they couldn't be, I I'll list them together until I learn differently.

Again, I'm not sure whether or not Judith's various appearances (as the Pram Lady, Edward's intended victim, one of the masked women of "Solutions", and the giant-pen delivery lady) are supposed to be the same person, but I'll list them together until I learn differently.
In Series 1 we see her as the woman who asks a man to help her carry her baby carriage... for longer than one might think a baby carriage should be carried.
In Series 2 she is the "no-tail" that Edward wants to capture for David.
In the Christmas Special, she (along with most of the female population of Royston Vasey) is a member of "Solutions" (although it takes place in Charlie's dream, so it probably isn't true). She delivers Mickey's surprise for Pauline, a giant pen, in Series 3.
